Yes.  I can get limited access to VEO 3 by paying S$28.99 a month which also includes other AI fearures Flow, Whisk, and 1000 monthly AI credits.  Just go to Google One to subscribe.  So that's what I got, the Google AI Pro Plan, and if I want the full version, I just need to pay S$359 per month.  Once you are signed up, just go to the Gemini website or install the Gemini app on your phone which is what I use most often.  Step #1: Go to the bottom and choose Video.
